 Yes it is. However im 2008 Norco issued a recall on the 2007 DH frames. This was the result. Instead on the "cobra" style head tube connetion the gusseted one you see on this bike was issued.

 No you pretty much have to bot it to the fork. There is only one collar bolt so it wouln't be a strong enough grip on the steer tube on it's own.
